When speaking of charges, as in rates, 'std' is short for 'standard'. 'Std charges' simply means that other than fees charged by an outside service, standard charges also apply. Ex: ChaCha is free, but std charges (by your cell carrier) will apply.
Even though ChaCha is offered free, your standard cell phone charge might apply. Standard charges is what your cell phone charges.
Std, or standard, charges are any charges your cell provider charges for text messages if you don't have unlimited texting.
If you mean in the context of a wireless phone plan, std charges means "standard" charges, possibly fees per text message. ChaCha!
