What does it mean that all verbs should be in present tense?

Mean A verb is an action word such as jump or run. A present tense form of these verbs would be jumps, is jumping, runs, or is running. So if something asks for present tense verbs usually the verb followed by s or ing is called for. ChaCha again soon!
