Who are Wario and Mario Luigi and when and why were they created

Wario's first appearance: Super Mario Land 2 (1992). He & Mario were friends as kids, and Mario would always beat Wario in all the games they played. Waluigi Mario Tennis (2000) represents Luigi's evil twin, and believed to be Wario's brother.
