A shift in public opinion occurred during the early years of the Great Depression and elections in 1933 produced a repeal vote.

Prohibition failed because there was not enough officials to enforce the law and, criminal gangs moved into the business.

The government worried about Prohibition as the law increased crime rates and also made gangsters came to power.
