Why is the flag at half staff?

Some locations fly flag half staff on certain days and not entire U.S. We would really need to know the place of business or school that you want to find out why they are doing it. Please clarify. ChaCha Governor Rick Snyder has ordered United States flags to be lowered in honor of U.S. Army Sergeant Kristopher Gould on Friday, March 11, 2011.

Flags are currently being flown at full staff in Massachusetts. The decision to fly flags at half-staff ultimately rests with the Governor, but is normally made and carried out by the Superintendent. ChaCha on!
