Congress wanted Johnson impeached because he refused to cooperate over black rights & the reconstruction of state governments.
Johnson was charged with violation of the Tenure of Office Act; The Johnson impeachment grew out of a bitter partisan struggle.
Because he refused to compromise over black rights &reconstruction of Southern state gov,but sen. failed by 1 vote to impeach him
