Ephraim Black is the great Quileute Chief who made the treaty with the Cullens years ago when the Cullens first came to Washington. The treaty basically states that as long as the Cullens don’t bite any humans, they can stay and the werewolves won’t destroy them. It also states that the Cullens can not go on Quileute land.
Ephraim is Jacob Black’s great grandfather. Jacob inherited the gene to transform into a wolf from him. Jacob’s father Billy Black does not have the ability to transform.
