The percent of votes is also known as voter turnout. Voter turnout is the number of people who voted divided by the number of eligible voters. Voter turnout has declined in the US since the 1960’s, although in recent years has been on the rise.

In the United States, a legalized citizen who registers to vote is allowed to participate in an election. Extremely high or low turnout is seen as negative to political scientists; because they indicate fraud. For example, Egyptian President Hosni Mubarak's NDP party gained 90 seats in the Parliament over low voter turnout. The reason behind the low turnout? Citizens' frustration over vote rigging.

There are several factors that affect voter turnout: age, criminal history, weather and errors in registration. Some people decline voter registration over jury duty fears. Another reason citizens may not vote is over disenchantment with either candidate.
